The Data Sharing Standards Framework sets out a structured approach to data sharing across Ireland’s public service, supporting the vision of a secure, efficient, and transparent public service-wide data ecosystem. Developed by the Data Governance Unit under the Office of the Government Chief Information Officer (OGCIO), this framework provides a practical roadmap for implementing data sharing initiatives in line with the Data Sharing and Governance Act 2019 and international best practices.
This framework introduces a structured model built on four key layers; legal, organisational, semantic, and technical and is underpinned by six core data sharing principles. It offers policy makers a clear roadmap to guide the development of consistent, secure, and ethical data sharing initiatives, enabling better public service delivery, reduced administrative burden, and improved evidence-based decision-making.
